(a) Please provide a more detailed description of the mining methods that will be employed [o extract
clay from this site. Tltis should include a general schematic diagram for each phase showing the
mining direction, the location of overburden, product and topsoil stockpiles, dimensions of the
proposed disturbances within each phase, etc. Also, [he application makes reference to "phases"
(1-4) and the map shows "areas" (A-H). Please explain how these hvo terms are related and
include both terms on the map and in the text of the application, orjust utilize one term to describe
the mining units.
(c) Under this section (water diversions and impoundments) the application indicates that no surface
or subsurface water rights will be affected during the mining operation, however, surface runoff
may be affected during precipitation events since disturbed area drainage will be mixed with
undisturbed surface area drainage, thereby, creating the potential for excessive erosion and
sedimentation to occur. The operator may want to install upland diversions to divert surface
runoff away from the disturbed areas, and/or install sediment traps below the disturbed areas to
capture any excess sediment that could be carried away during heavy precipitation events. Please
describe how the surface water will be managed to prevent excessive erosion and sedimentation.
(f) Please identify on the mining plan map where the topsoil stockpiles that will be used during
reclamation will be located.
6.4.5 EXHIBTT E- Reclamation Plan
The reclamation plan that is included in this application is substantially adequate. Based upon the pre-
operational inspection and [he CDOW report included with the application, it was noted that a majority of
the site is wooded or partially wooded. However, the seed mix does not include any woody species and
the reclamation plan does not call for replacing any woody vegetation. It was suggested during the
inspection that some woody species should be included in the seed mix and the CDOW report also
suggests using woody species in the seed mix. In addition, the suggestion by the BLM to use the trees and
woody plants that are removed in advance of mining as slash over the reclaimed areas is a good one.
These plants will provide a potential seed source as well as protection for small seedlings. Please revise
the existing seed mix to include at least one woody species and one or two desirable fortis.
6.4.6 EXIIIBIT F- Reclamation Plan Mao
This section is adequate as submitted.
6.4.7 EXHIBIT G- Water Information
As noted before, surface runoff could present a slight problem with respect to off-site sedimentation.
Please identify measures that will be taken to minimize erosion and potential off-site damage.
6.4.8 EXHIBIT H- Wildlife Information
No comment.
