Rule 2.03
. 2.05.41f) Disposal of Non•Coal Wastes
Disposal of waste oil waz accomplished by putting all used ail into a waste storage tank located
adjacent to the shop. This oil waz removed from the site by various EPA approved firms and
recycled.
Garbage and other debris was disposed of in the sanitary landfill located on the west side of CR 53
near the other mine support facilities from about 1979 through 1981. Water in and around the
landfill was diverted into a small retention pond adjacent to the landfill. Wastes were routinely
compatted and covered to prevent combustion and windborne dispersion. When the landfill was
reclaimed, a minimum of two feet of soil cover was placed over the site, and slopes were stabilized
and revegetated. Operation of the disposal site was in accordance with all applicable local, state,
and federal requirements. The sediment control pond below the landfill (Pond 002) remains as
NPDES Point N2.
Following closure of the landfill, non-toxic solid wastes were buried in inactive portions of the pit
area in accordance with a June 1982 permit revision (MR-1).
Chemical analysis of overburden samples did not reveal any potential acid or toxic forming
problems. Therefore no selective placement of overburden was necessary during reclamation.
2.05.41p1 Mine Openings and Exploration Holes
• No mine openings, exploration holes, bore holes or wells completed by HGCC, except
Monitoring Wells HG-1, HG-2 and UC-2, are open in the mine permit area. Each exploration
hole, other drill or borehole, well, or other exposed underground opening except those used soley
for surface blasting was plugged, sealed, or otherwise managed to prevent acid or other toxic
drainage from entering ground or surface water. Each exploration hole, other drill or borehole,
well, or other underground opening that was uncovered or exposed during mining operations
within the permit azea was permanently closed in accordance with Rule 4.07.3, except as previously
noted for the attive monitor wells.
Exploration holes, boreholes, and wells completed in aquifers were sealed using an approved slurry,
cement or other sealant by placing the sealant in the hole from the bottom to within 10 feet of the
surface. Holes which transacted multiple aquifers or bedrock aquifers not exhibiting artesian flow
were sealed using a solid cement plug extending 20 fee[ above and below the water bearing zone.
A surface plug and hole marker were placed in accordance with.Rule 4.07.3(1).
2.05.41h) Air and Water Duality Compliance
All air quality permiu formerly issued for the HG Mine have been allowed to expire as there are
no longer any activities or sources of air pollutants subject to regulation at the mine site.
HGCC has maintained NPDES Permit No. COG850018 which covers outfalls from the four on-
site impoundments. Effective 11/13/94, Permit No. COG850018 was amended by the Colorado
Department of Public Health and Environment (CDPHE) to incorporate Stormwater Management
• Plan requirements. A copy of the permit is included in Appendix A. Copies of the quarterly
Waste Water Discharge Monitoring Reports submitted to the CDPHE aze included with HGCC's
Annual Reclamation Reports to the DMG and therefore are on file with the Division.
T2-63 9~v~~c
2.05-13 11/tt6/76 suB,nrrrAL
