3. 'Tlte Uistrict h:u not completed a riverbank stabilization project along the
northern reach as the "Major Urainagcw;ry Planning South Platte River in
Adams County. Colorado", April 2002. suggests. The existing rubble attd trash
stabilization was erroneously identified as a District project. The existing
stabilisation dues allow, in our opinion, the applicant to mine to within 30U feet
ol'tl+e riverbank, but not the 200-foot setback that a properly designed, buried
ruck riprap b:ntk stabilization would allow for. Thcretime, we request the note
"~11\I\(i 1.111"f 11`I'fflC)L"1' FI:RTIIGR APPROVAL. Of l1D~CD :1\U
DMG" be shown at a ?(tU•loot setback from the riverbank un the \lining Plan
instead of the note" I Ou' minimum top of hank setback per l: UFCD." ~linui~;
Note 2 should be ro~ ised accordingly.
-0. The applicant states on sheet 7 of % that they will install cottomvood plantings to
enhance the river corridor. Since the planting area shown is r: ithin a Uistrict
(loavagc and maintenance access easement, we need to know the number of trees
and need to approve the final locations before the plantings occur. Due to strong
beaver activity ohsencd in this area, we recommend these trees he protected
with wire cages as shown in the District's C'rhan 5rc~rat Drainage C'rirrnu
Afrrunul. The applicant should provide on-going tree maintcnancc, including
watcrntg, as needed. Any trees tinutd dead within the first year or two should be
the responsibility of the applicant to replace.
5. The existing flowage and maintcnancc access utsentcnt along the river grants
the Uistrict access to the river area through the adjacent property 1'or purposes of
river maintenance. 1\'hcn we need access to the river for maintenance purposes
we will work with the applicant, as in the past, to access the river area along a
route from "Tucson Strcct, detemtincd by the applicant to be Icast disn+ptive to
their mining operation.
I f you have :utv questions concemmg these comments, please feel free to contact me.
Sincerely,
Bry:ut ~V.
