Construction
The total disturbed area of the rock disposal operation was approximately 50
acres, including the required, stockpiles, borrow areas and sedimentation
controls. The capacity of the refuse disposal site is approximately 800,000 cubic
yards. The projected amount of coal mine waste to be generated from the mine
and coal preparation plant was expected to average 200,000 cubic yards per
year. During 2004 and 2005 the coal mine waste generated from the
preparation plan was approximately 375,000 cubic yards per year. The
maximum height between the toe of the proposed fill and its ultimate top is
approximately two hundred feet.
The first task of the construction of the coal mine waste disposal area was the
construction of the sedimentation pond and associated collection and diversion
ditches. The second task was the stripping of topsoil, removal of all organic
material and salvaging cover material. The third task was the installation of the
lateral drains, rock under-drains and excavation of the toe key into competent
material as per the recommendation of the following Lambert & Associates'
• report.
The soil material exposed in the clearing and grubbing operations will be
compacted prior to material being placed.
The first 50-foot lift, which encompassed the lower 7.5 acres of waste disposal
site was initially cleared of trees and heavy brush. The footprint of the topsoil
and coverf'ill stockpiles was also cleared of trees and heavy brush. The trees
and heavy brush were stockpiled and burned. After the site was cleared of trees
and heavy brush, topsoil, organic material and vegetation (including sagebrush)
was stripped together and stockpiled in the topsoil storage area. Approximately
50,000 cubic yards of topsoil was salvaged for the entire extent of the pile.
Coverfill was salvaged and stockpiled in the designated area. Approximately
28,000 cubic yards were salvaged and stockpiled.
• TR-43 - 4 - 05/06
A oPRavE9
9/N~o 6
