19 <br />An additional statement needs to be made regarding the possibility of <br />~surfaee remains in the project areas. No iJestern Slope Carbon impact areas <br />appear to have a sufficiently high probability of subsurface remains to xarrant <br />surveillance of disturbance. However, the discovery of prehistoric Locality <br />~1 1n an eroding feature of the North Fork floodplain renders the area archaeological- <br />ly suspect. The debris of the Oliver area appears to be confined to the ground sur- <br />tace~ and this irrvestigator does not anticipate the discovery of an historic archaeo- <br />logical component th mugh demolition of the Oliver Power Plant. However it is <br />recommended in the event of discovery of potentially historic or prehistoric sub- <br />surface cultural re.~mains during ground disturbing activities that Western Slope <br />Carron notify the Bureau of Land Ganagement District Archaeologist immediately <br />and that disturbance be discontinsed until the nature and exte-rt of the deposits <br />can be determined. It is further recommended that the Bureau of Land Management <br />consider requiring archaeological surveillance of arty future project irnolving <br />mayor floodplain modification so that some concrete statement of the probability <br />of subsurface remains in the area can be formulated. <br />Inasmuch as no materials eligible for nomination to the National Register <br />Historic Places were discovered during project area imestigationsr and inasmuch <br />as the recommendations advanced a5ove will serve to avert adverse impact to recozded <br />and unrecorded cultural resources in project areas, it is recommended that cultural <br />resource clearances conditional u,~on compliance with said recommendations be <br />granted h'estern Slope Carbon Incorporated to proceed with the specified explora- <br />tion and development activities. <br />i <br />
