The traveled surface ie approximately 20 feet vide, approximately <br />2,000 feet long, with an average grade of 7 percent. A ten-foot diameter pipe vas <br />used to cross Hubbard Creek, which allows for adequate flow during high runoff <br />periods. V-shaped ditches are used along the road to convey storm water (see <br />sediment control Appendiz C for design). <br />A permanent maintenance program has been implemented to maintain the road <br />in good repair by grading, filling pot-holes and cleaning drainage ditches. The road <br />is graveled and graded as required. Snow is removed during winter months. The road <br />is watered as required to control duet. Blue Ribbon Coal Company maintains a gate <br />for the haul road to protect public safety and commits to take appropriate action <br />regarding any new stability concerns which may develop with the road cut. CMLRD will <br />be notified of significant events related to this. <br />A light duty road along the toe of the slope on the east side of Hubbard <br />Creek beneath the mine bench is used for access to Ponds One and Two and other <br />facilities. The road is not more than a dower road created during mine construction. <br />• It is maintained by grading of the berm and cleaning of the adjacent ditch. The road <br />is not used when the ground is vet. <br />The Hubbard Creek Road enters the southwest corner of the permit area and <br />intersects the portal bench road about 400 feet north of the permit boundary. The <br />Aubbard Creek road continues across the permit area ae ehovn on Exhibit A in a <br />northerly course as a Forest Service Access Road. Maintenance of the Hubbard Creek <br />Road is the responsibility of Delta County, and will not be subject to reclamation <br />vi thin the permit area. <br />Other facilities include a 82 foot x 42 foot steel building which houses <br />the office, shover, change room, and shop area. A 24 foot z 70 foot cinder block <br />shed houses the die eel generating unit. The sewage disposal system consists of a <br />septic tank and leach field that ie built in accordance with Delta County <br />regulations. <br />Coal comes out of the mine on a 36 inch conveyor belt, where it ie dumped <br />• on the ground. It ie taken from Chia point by a front-end loader and dumped into a <br />conveyor and screen that drops all the plus 3 inch coal in a pile and conveys the <br />104 (Rev. 5/14/82) <br />
