Did you examine, at all, the <br />question of the stability of this rock buttress? <br />MR. R. COHEN: No, I have not. That's not really ~ real e:Kpertise. <br />MR. BARRY: Is it your testimony that as submitted the property cannot be <br />reclaimed? <br />MR. R. COHEN: No, as a matter of fact, my testimony is more to the end <br />that there are considerations to be made that cannot be avoided. That in <br />terms of all your folks looking at what some of the potential the disturbance <br />is. I think, yes, there could be better reclamation. I think the -- if I was <br />in charge of reclamation procedures and obviously with money (is an object) <br />with money no object, certainly I would fill those pits, I would grade them, I <br />would put several feet of perhaps clay cap on top, followed by ~ topsoil. <br />And then I'd feel a lot more comfortable wiffi the reclamation. ;CO I'm not <br />saying that, no, this area can't be reclaimed. <br />MR. HOLDER: Mr. Chairman -- oh, excuse me. <br />MR. BARRY: And your're also not saying to us that our law requires that <br />we make the operator do all those measures you were just mentioning? <br />MR. R. COHEN: I'm just speaking strictly from the technical approach, I <br />wouldn't presume to tell you that. <br /> <br />
