--~ • •
~,.
Mr. Roger S, Funston
Mined Land Reclamation Division
October 16, 1978 2
c. If the staff pays $10 per hour for labor, the whole division
meeds to be investigated. We must stay with $6.00 per hour,
and feel it is probably on the high side.
d. We feel that staff, in doubling the amount of seed to be
used, has incorrectly changed this area from non-critical
desert to a critical area. We have no objection to the
staff second guessing the SCS as to the seed mixture, but
protest the amount of seed recommended. Reference is made
to the second page of the staff letter to confirm our
contention. Therefore, we revise and recommend a program
using the staff seed mixture except in amounts appropriate
to a non-critical area. We assume that by accepting the
staff change in mixture, the division guarantees the results.
Grass seed mixture - 6.75 lbs./ac. @ $1.26/lb. _ $ 8.50
Fertilizer = 15.70
Labor at $6.OOjhour for 8 hours = 48.00
Per Acre Total $72.20
Therefore
Revegetation 6.1 ac. at $72.20/acre =$440.42
Final grading and seed mixture drilling 6.10
ac. @ $40.00/acre = 244.00
Slope grading and reshaping 1.79 ac. @ $80/ac. = 143.20
Total Reclamation Costs - Phase I and Phase II =$827.62
Our recommendation for a bond of $800 remains unchanged.
We have no other choice but to contest staff's conclusion
and recommendations at the time of the hearing before the
board.
Sincerely,
LEO:cm
ENVIRONMENT, INC.
~~ ~
Larry E.
