DANIELSON <br />Slate Engineer <br />REICEI'V'E~ <br />AU6 141986 <br />MINED LAND <br />RECLP.ldATICN DIVISION <br />Keeton Reserve <br />R67W <br />As requested, we have reviewed the above referenced application for a <br />permit to mine sand and gravel on 80 acres 6.5 miles south of Colorado <br />Springs, Colorado, in El Paso County. The application claims that all exca- <br />vation will halt above the water table. If the following conditions are met, <br />we have no problems with the proposed operation: <br />1. No permanent ground water lake may be created by this operation. If <br />a permanent ground water lake is created, then a well permit would be <br />required. Since the operation is in an over-appropriated basin, a <br />plan for augmentation for losses due to evaporation would be required <br />before a well permit could be issued. <br />2. Mobile Premix has a legal right to all water used in the mining <br />operation. This water should be decreed for commercial or industrial <br />uses. If Mobile Premix plans to use water from the Keeton wells <br />(permit nos. 11117-F and 16541-F) for dust suppression, they must be <br />operated in accordance with the Rules and Regulations in Division 2 <br />and are to be partially curtailed. <br />Sincerely, <br />~~_ ~,~. <br />Hal D.
