The bulk fuel storage <br />area also includes a heated, enclosed storage bay for a total storage area of approximately 3,500 <br />square feet. To the west of the heated, enclosed bay is the hydraulic components storage <br />building. This 450 square foot, steel structure provides containment and cover for hydraulic <br />components, motors, etc. being stored prior to return to vendors. An as-built construction <br />description is provided in Exhibit 68. <br />Oil/Water Separation System <br />The oil/water separation system consists of an oil skimming pit and an oil/water separator. The <br />skimming pit is contained in the shop building, receiving water from washdown bays and the shop. <br />An oil skimmer unit is installed in the skimmer pit and removes the bulk of the oil which may <br />accumulate on the water. Overflow from the pit is routed to the oil/water separator. The oil/water <br />separator is a 500 gallon capacity two celled unit of reinforced concrete. It is rectangular shaped, <br />approximately five feet wide, seven feet long and ~.5 feet deep. In short, the inlet cell receives <br />discharge from the skimmer room and drains in the fuel, lubricant and barrel storage areas. The <br />inlet cell of the tank is initially filled with water above the diaphragm separating it from the second <br />baffled cell, so that inflows will rise above the level of the diaphragm between the baffled cells. Oil <br />will float above this elevation, and clean water will be allowed to pass into the second baffle for <br />discharge. Sand and other solid materials will be allowed to settle in the first cell, and manholes are <br />available for clean-outs and inspection in both baffled areas. <br />• Bulk Rockdust Bin and Compressor Building <br />Mountain Coal Company utilizes a bulk rockdust storage & distribution system at the West Elk <br />Mine. The bulk rockdust bin has a capacity of approximately 142 tons. The compressor, <br />distribution tank and controls are contained in a 416 square foot building at the base of the bulk <br />storage bin. An as-built construction description is provided in Exhibit 68. <br />Water Treatment System <br />Water Treatment Plant - A water treatment plant at the mine site provides potable water for the <br />operation. The Culligan Multi-Tech 48 water treatment system can treat water at the rate of 62 gpm. <br />Thus, maximum capacity is about 89,280 gallons of treated water per day. The water treatment <br />plant is operated as required by state regulations and under the jurisdiction of the Colorado <br />Department of Health. An as-built construction description of the building housing this system is <br />provided in Exhibit 68. <br />As with the wastewater treatment plant, Mountain Coal Company has the capability to expand the <br />water treatment plant, if needed. Capacity can be readily expanded by adding additional <br />components should the need ever arise due to increased production at the mine. <br />Demand for water at the mine is expected to increase in the future. With the expected 8.2 million <br />• tons (plus) per year production at [he West Elk Mine. Mountain Coal Company conservatively <br />estimates that as much as 300 acre feet per year but a likely maximum of 150 acre feet per year <br />(based on 250 work days) of fresh water will be required.
