•SEP-O7-2006 05:15PM FROM-DIU RECLAMA*i0N MINING b SAFETY 3038325102 T-108 P.005/005 F-285
can be trade for peak impact over time. A more reasonable plan would be to make
repeated measurements of vibrations from fixed recording locations as mining proceeds
(every few years) to observe changes in the wave propagation patterns over time. Tltis
could provide an early warning for dangerous vibration levels based upon projections
from trends in the data. While monitoring must attempt to answer these important
quesdons, it is also necessary to avoid triggering rockfalls by the testing process. Thus
careful planning is needed to design a meaningful monitoring experiment. There is no
point in wasting Benson's money on another token study that cannot address the
questions that need to be answered.
For the sake of those property owners below the cliffs, and for Benson Brothers,l
hope the monitoring pmgram will provide objective and conclusive evidence regarding
possible changes in rockfall hazard that could be produced by the mining operation, and
that this data can be used as the basis for an informed decision. Permitting an operation
that could result in colIaterai property damage and future drawn-out litigation is not in the
best interest of either parry.
PIease make this letter and yottr response a part of the p~+*~~*++~tive record oa
this permit application.
Sincerely,
,~-, a
Gregory D.
