Where practical, diversion methods will be used to change the <br />flow of water from undisturbed areas so as to bypass the dis- <br />• turbed area rather than using treatment facilities. <br />No acid- or toxic-forming materials are present in the area to be <br />mined which would require any special handling. No special <br />treatment of coal processing waste will be necessary since none <br />will be produced; See Sections 4.1 and 4.11. As discussed in <br />Section 2.05.4, the Bear Coal Company will use mulch on the <br />topsoil after its redistribution as one method to prevent excess <br />wind or water erosion. <br />The Bear Coal Company plans to have surface runoff from the <br />disturbed area pass through a sedimentation pond. The sedimenta- <br />tion pond is discussed in detail under Section 2.05.6 and its <br />location is shown graphically on the Mine Facilities Map (Map <br />101. <br />In addition to the mining, reclamation, and treatment methods <br />described and referenced in this Section, further protection of <br />the hydrologic balance will be established by an on-going plan <br />for monitoring changes in surface quality and quantity. This <br />monitoring plan is described in Section 2.04.7 on Page 2.04-30b <br />and the monitoring locations are graphically shown on the Mine <br />Facilities Map (Map 10). <br />4.05.2 Water Quality Standards and Effluent Limitations <br />• The plan for protection and control of drainage and sediment <br />described in Section 2.05.6 provides that surface drainage from <br />the disturbed area within the permit area will be passed through <br />a sedimentation control structure. This pond will be constructed <br />and maintained to safely contain the volume design for a 10-year, <br />.24-hour precipitation event. The quality of water and accumula- <br />tion of sediment in this pond will be monitored periodically. In <br />addition, grab samples of water will be collected from the pond <br />and its discharge to measure the effectiveness in meeting the <br />applicable Colorado and Federal Water Quality Standards. <br /> <br />4.05-2 <br />Revised June 29, 1990 <br />
