4,27 OPERATIONS ON STEEP SLOPES <br />• <br />The Bear Coal Company will be utilizing a face-up constructed back in <br />1934 to facilitate mining from the now abandoned Edwards Mine. The <br />slopes in the area of the portal face up and access road into the <br />portals from the facilities area are on slopes greater than 20 degrees. <br />Therefore, the Bear Coal Company will be involved with operations on <br />steep slopes. However, the area has been previously disturbed, and the <br />Bear Coal Company plans only to improve the condition of the previous <br />disturbance by proper drainage control and adequate stabilization of the <br />face up area. <br />A complete description of the operations to be included for the face-up <br />area is set forth in Section 2.06.4 with a variance being requested in <br />Section 2.06.5. <br />The areas of concern involve the access road from the support facilities <br />• to the portal location and the "highwall" above the planned portals. <br />These areas will be stabilized and protected as set forth Sections <br />2.05.3, 2.05.4, and 2.05.6. <br />During the clean up of the existing face-up, the Bear Coal Company will <br />prevent spoil, waste material, debris, abandoned or disabled equipment <br />from being placed or being allowed to remain on the downslope. Land <br />above the existing "highwall" created by the abandoned Edwards Mine will <br />not be disturbed. There will be no excess material other than that <br />required to clean up the present face up area. Woody materials will not <br />be buried in any backfilled or pad area. Drainage will be controlled by <br />the use of diversion ditches and culverts; no drainage will be allowed <br />to flow uncontrolled over the pad area. <br />A geotechnical investigation and analysis of the stability of the Bear <br />No. 2 Portals was conducted earlier and included as part of the <br />application submitted to the Division on February 16, 1981. Because of <br />• the similarities between these two areas, the conditions and stability <br />4.27-1 <br />
