• 4.09 DISPOSAL OF EXCESS SPOIL AND UNDERGROUND DEVELOPMENT WASTE <br />The development of the Bear No. 3 mine has had two separate <br />occasions when a substantial amount of Gob was produced. The first <br />was during the initial development of the mine when the entries of <br />the Old Edwards Mine were cleaned up for future use. The gob <br />developed during this clean up operation was stored in the <br />abandoned workings of the old mine. This storage area is shown on <br />the Mine Plan Map (Map 9). <br />The second was in mid 1989 when the declines were driven from the <br />C-Seam to the B-Seam. The qob developed from the declines was <br />transported to the surface to a temporary gob storage area and then <br />finally disposed of at a gob disposal area at the Somerset Mine. <br />The Bear No. 3 Mine is not expected to produce any significant <br />amount of gob in the future. One significant reason for this is <br />the fact that the roof in the B-Seam is competent and not subject <br />to spalling and roof falls like the roof in the C-Seam. Minor <br />amounts of gob produced underground will be stored underground with <br />MSHA's concurrence or hauled to the surface and transported to an <br />approved gob disposal area at a regional mine. The Operator will <br />obtain approval from the Division prior to hauling gob to a <br />regional mine. <br />If necessary, gob is transported from the underground workings by <br />• an underground scoop and placed in a temporary pile near the <br />portal. The gob is then rehandled by the surface front-end loader <br />and placed in the designated temporary gob disposal area shown on <br />the Mine Facilities Map, Map 10. The temporary gob pile perimeter <br />will be kept well away from the haul road loop to prevent tracking <br />gob material onto the road system. Certain conditions such as <br />inclement weather or winter weather may preclude access to a <br />regional mine's qob pile for an extended period of time. <br />Therefore, the gob may be temporarily stored in the designated area <br />for up to 30 days before it is hauled to an approved gob disposal <br />area. Up to 1500 tons may be temporarily stored in the gob storage <br />area at any time. <br />The Operator will keep a file at the mine office which will <br />document the date and amount of gob transported to the approved gob <br />disposal area. The records will show the regional mine to which <br />the gob was transported. A summary of this gob disposal informa- <br />tion will be transmitted quarterly to the Division. <br />• <br />4.09-1R Rev. 01-31-94 <br />
