Section - 2.05.3 <br />A transfer point will allow coal refuse ox mine development waste to be diverted through a <br />discharge chute to a temporary stockpile. As material accumulates in this pile it will be <br />loaded and hauled to the West Valley fill disposal area. The conveyor will have a capacity <br />consistent with the maximum annual production rate of 4,800,000 tons annually. The <br />conveyor design includes partial covers for dust control, walkways for inspection and <br />maintenance, and emergency stop controls in compliance with applicable MSHA safety <br />regulations. <br />L. North Elk Creek Soil Stockpile -The existing Elk Creek soIl stockpile will have to be <br />moved to accommodate construction of the new Sedimentation Pond D. Soil materials <br />$om this existing stockpIle will be placed, along with all soil recovered from the Elk Creek <br />Mine surface facilities disturbance area, in a new soil stockpile constructed on the east side <br />of Elk Creek, near the northern limit of the new mine disturbance area. Projected stockpile <br />capacity is approximately 65,200 (18,600 cy from existing stockpile, 46,600 cy soil salvage <br />from Elk Creek Mine disturbance areas) cubic yards and will be verified by survey <br />following completion of soil relocation stockpiling activities. Compliance with applicable <br />design and stability requirements is addressed by the Slope Stability Analysis Eor Elk Creek <br />Mine Portal Bench Fills and Soil Stockpile (Montgomery Watson, 2000). Additional details <br />on soil material handling and storage axe provided in Section 2.05.3(5). <br />M. Petroleum Storage Facility/ Washbay Facility - A combination petroleum storage facility/ <br />Washbay facility is located south of the Elk Creek portals. The facility is a combination <br />cinder block wall construction on a concrete foundation. It houses bulk fuel, oil and <br />emulsion tanks and drum, tote and pail Lubricant storage. The Washbay includes a steam <br />cleaner, sediment sump and a oil water separator system. <br />TR-44 2.05-23a Revised October 2003 <br />
