Roads -See subsequent roads section <br />Blue Ribbon Mine Facili <br />The reclaimed Blue Ribbon Mine (CDMG Permit C-1981-047) is located along Hubbard Creek. The <br />minesite was closed and the disturbed surface (portals, shop, coal handling, etc.) reclaimed in the mid- <br />1980's. Blue Ribbon has continued to be monitored and maintained under extended reclamation <br />liability by the operator MINREC Inc. until such time that it is ready fox final Phase II and Phase III <br />releases. In the interim, Phase I bond release was successfully obtained in ]987. <br />The surface estate occupied by the reclaimed Blue Ribbon minesite is owned by Oxbow Mining, LLC. <br />The entire Blue Ribbon permi[ area lies within the OMLLC permit area. <br />OMLLC subnvtted NOI No. X-2004-223-03 to the Division on March 19, 2004, The NOI included <br />a proposal to complete exploration drilling activities at rivo sites (ECM-04-15 and ECM-04-18) <br />located on ox accessed across reclaimed Blue Ribbon disturbance. One additional site (ECM-04-22) <br />is located on the Elk Creek Federal coal lease but will be accessed across the Blue Ribbon reclaimed <br />area. Refer to Section 2.02 fox a description of coal exploration activities. <br />The two proposed drill sites and associated 1,570' of 12 foot wide access roads disturbance totals <br />approximately .66 acres. The reclamation liability carried by OMLLC for the reclamation of the <br />disturbance located on the Blue Ribbon reclaimed area will be conducted in accordance with CDMG <br />Rule 3.03 Release of Performance bonds rather than NOI bond release procedures.
