Section 780.11 (b) Continued. <br />to prevent excessive dust. The primary and secondary crushers and <br />the sample building at the Energy Tipple No. 2 have bag houses <br />installed to control coal dust emissions. A stacking tube is also <br />used to miniwize coal dust emissions at the 100,000-ton crushed <br />coal stockpile. The air quality control measures at the coal <br />crushing, handling, and load-out facility of Energy Tipple No. 2 <br />have been approved by the Colorado Department of Health, Air Pollution <br />Control Division. <br />The Energy Tipple No. 1 was constructed in 1962 for use when the <br />mining operations were initiated. This facility was idled in 1974 <br />for stand-by use after crushing operations began at the much larger <br />Energy Tipple No. 2. Since 1974, the Energy Tipple No. 1 has been <br />maintained for emergency or supplemental use only. The crushing <br />screening, and conveying operations at the Energy Tipple No. 1 are <br />• equipped with a water spraying system. <br />Energy Fuels employs a dust suppression program for haul roads and <br />other unpaved roads which primarily involves periodic watering. <br />During the drier months of the summer, specifically July, August, <br />and September, the water trucks will wet down the reads which are <br />being utilized a minimum of 2 or 3 times per shift. In addition to <br />the periodic watering, a chemical dust suppressing agent known as <br />"Coherex" is used during the summer on the main haul roads. Drilling <br />and blasting are conducted with regard for the control of fugitive <br />emissions and disturbance is kept to a minimum to avoid exposed <br />surfaces. Reclamation is commenced as con tempurai~eously as possible <br />to reduce the potential for blowing dust.
