• <br />Section 780.13 Continued. <br />Energy Fuels will comply with all applicable state and federal laws <br />in its use of explosives. All blasting operations will be con- <br />ducted by experienced, trained, and competent persons who possess a <br />valid certificate under 30 CFR 850, Requirements of Blaster Certi- <br />fication Program. <br />Pre-blasting surveys and assessments of surface structures, cables, <br />transmission lines and wells shall be conducted promptly upon <br />request by residents of dwellings located within one-half mile of <br />any part of the permit area or by the regulatory authority. A <br />written report of the pre-blasting survey, which includes any <br />proposed adjustments to the blasting program that will be incor- <br />porated to prevent damage, shall be promptly provided to the <br />persons requesting the survey and to the regulatory authority. <br />• Energy Fuels will publish a blasting schedule similar to the one <br />set forth in Figure 27, Proof of Publication of Blasting Schedule, <br />in the Steamboat Pilot which is published in Steamboat Springs, <br />Colorado, prior to beginning any blasting program. Before blasting <br />in areas or at times not described in the published blasting schedule, <br />a revised schedule will be promptly mailed to residents or owners <br />of dwellings within one-half mile of the permit area as were previous <br />schedules. <br />Energy Fuels shall give warning and all-clear signals of different <br />character that are audible within a range of one-half mile from the <br />point of the blast. Persons within the permit area and persons who <br />reside or regularly work within the one-half mile of the permit <br />area shall be notified of the meaning of the signals through <br />appropriate instructions. Energy Fuels shall periodically deliver <br />a certified letter to inform such persons of tfie meaning of the <br />signals. Energy Fuels shall maintain signs in accordance with 30 <br />• CFR 816.11 (f). <br />780-50 <br />
