• Section 780.13 Continued. Energy Fuels will comply with all applicable state and federal laws in its use of explosives. All blasting operations will be con- ducted by experienced, trained, and competent persons who possess a valid certificate under 30 CFR 850, Requirements of Blaster Certi- fication Program. Pre-blasting surveys and assessments of surface structures, cables, transmission lines and wells shall be conducted promptly upon request by residents of dwellings located within one-half mile of any part of the permit area or by the regulatory authority. A written report of the pre-blasting survey, which includes any proposed adjustments to the blasting program that will be incor- porated to prevent damage, shall be promptly provided to the persons requesting the survey and to the regulatory authority. • Energy Fuels will publish a blasting schedule similar to the one set forth in Figure 27, Proof of Publication of Blasting Schedule, in the Steamboat Pilot which is published in Steamboat Springs, Colorado, prior to beginning any blasting program. Before blasting in areas or at times not described in the published blasting schedule, a revised schedule will be promptly mailed to residents or owners of dwellings within one-half mile of the permit area as were previous schedules. Energy Fuels shall give warning and all-clear signals of different character that are audible within a range of one-half mile from the point of the blast. Persons within the permit area and persons who reside or regularly work within the one-half mile of the permit area shall be notified of the meaning of the signals through appropriate instructions. Energy Fuels shall periodically deliver a certified letter to inform such persons of tfie meaning of the signals. Energy Fuels shall maintain signs in accordance with 30 • CFR 816.11 (f). 780-50
