Since the reclamation bond must be set at the potential level of
greatest disturbance, the staff suggests the following bond, which was arrived
at using your figures, with the exception of machinery with operator costs:
Topsoil/overburden/fines replacement for Phases 1 and 2 = 9525 cubic
yards with a maximwn haul distance of 725 feet.
A 22 cubic yard 623-B scraper operated at 100% efficiency costs $.61 per
cubic yard to haul a maximum distance of 1000 feet.
Therefore, 9525 cubic yards x $.61 per cubic yard = $5,810.25.
Seed and hydromulch for Phases 1 and 2 and operations area (9.4 acres)
at $1200.00 per acre = $11,280.00.
Total bond to be recommended to the Mined Land Reclamation Board is
$17,000.00 for a maximum unreclaimed disturbance of 9.4 acres.
Please note that the seed mix should be broadcast seeded and, if possible,
harrowed prior to hydro~nulching to incorporate the seed into the top 1/2 inch
of fines.
I look forward to hearing from you shortly. Please feel free to contact me if
there are any questions.
Sincerely,
~~ ~ James B.
