Idl Diversions Stream channel diversions and other divers ions within the orooosed <br /> oermit area shall be desioned to comply with re quirement s of 4.05.3 and 4 0 5.4. <br /> <br />RESPONSE: <br />The sediment control facilities existing within the proposed permit area were designed in <br />conformance with the requirements of Rule 4.05.6. Diversion ditches, culverts, riprap and <br />a sedimentation pond were installed to channel, detain or neat surface runoff emanating <br />from the disturbed land within the Fish Creek Tipple area. These temporary structures <br />were constructed and will be maintained to safely handle the runoff and inflow produced <br />by a 10-year, 24-hour precipitation event. The location of each sediment control device <br />is shown on Map 5, Fish Creek Tipple Hydrology and Map 15, Fish Creek Tipple Surface <br />Support facilities and Structures. <br />Sedimentation Pond E was recently reconstructed for compliance with NPDES Permit <br />Requirements for treatment facilities enforced by the Colorado Department of Health, <br />Water Quality Control Division. Changes in the original design of the sediment control <br />structures were approved by the division on March 18, 1983. Sedimentation Pond E and <br />the associated diversion structures were inspected, surveyed and certified by a professional <br />engineer registered in the State of Colorado. The as-built plans for Pond E were certified <br />on May 30, 1983. Typical cross-sections, calculations, specifications, and certification for <br />the Fsh Creek Tipple sediment control facilities are presented in Exhibit 8, Sedimentation <br />Pond Design. <br />• A permanent aerator was installed in Pond E to aid in the return of the pond to an aerobic <br />state from the anaerobic condition that occurs during the winter months when an ice cover <br />is present on the pond. Location of the aerator and associated power supply are shown <br />on Figure 131a1. The aerator and power supply will be removed prior to reclamation of the <br />pond area. <br />The narrative accompanying Exhibit 8 addresses the hydrologic and hydraulic <br />considerations used to design the sediment control structures existing within the proposed <br />permit area.
