Larry O'Brian
Environment, Inc.
9989 bl. 60th Avenue
Arvada, CO 80004
3E: Black Cat Pit
Our File 478-304
Dear Mr. O'Brian:
The above referenced application is in very good shape. However,
the staff needs a few clarifications:
1) How close will the north side of the pit approach the seep
ditchl
2) a) The staff ie concerned that reclamation costa have been
underestimated. It appears that you have estimated costs based on
a floating bond. However, given the mining timetable of Stage 1
being completed is 1919 and Stage 3 beginning is 1980, it dose not
appear that a floating bond is applicable is this case. Even if
reclamation on Stage 1 is completed in 1979, it is highly unlikely
that bagetation would be established prior to commencaman[ of
mining in Stage 3 is 1480.
b) Seeds costa appear to have been underestimated. Even if you
use a pre-mired drylaad pasture mix, current seed coat w111 run
at Least $1226 per pound of grass seed.
c) The staff feels that labor costa are underestimated. If the
state moat hire a third party contractor co peeform the reclamation
labor, labor coat would be around $10.00 per hour.
d) Given these conditions, the staff estimated reclamation
costs as follow:
Oraes seed mixture 13.5/lbs/ac at 1.26/lb ~ $17.00
Pertilizer ~ $15.70
Labor at $10.00/hr for 8 hours ~ 80.00
$112.70/ac
