<br />SECTION 2.05.3(6)(a) <br />OVERBURDEN BLASTING <br />Introduction <br />Prior to removal, the overburden and parting material must be fragmented to a size which can <br />be handled efficiently by excavation equipment. The majority of the fragmentation will be <br />accomplished by the use of explosives. When economical to do so, overburden, parting, and <br />coal will be fragmented by ripping with aripper-equipped dozer or loaded directly. The objective <br />of this process is to provide fragmented overburden, parting material, and coal ahead of <br />excavation and loading equipment so that production is sufficient to satisfy coal supply <br />obligations. <br />Blasting will be conducted to fragment overburden and partings. It will be conducted in a <br />manner that will prevent injury to persons, damage to public or private property outside the <br />permit area, adverse impacts to any underground mine, and change in the course, channel, or <br />availability of ground or surface waters outside the permit area. Blasting will be conducted in <br />accordance with all applicable State and Federal laws. <br />Pre-blast Surveys <br />WFC will offer apre-blast survey to all residence or dwelling owners that resides within one-half <br />mile of the nearest permit area boundary. Pre-blast surveys will be conducted prior to blasting. <br />This service will be conducted by a consulting firm and all costs will be paid by WFC. The <br />surveys will determine the condition of the dwellings or structures and document any pre- <br />blasting damage and other physical factors that could reasonably be affected by the blasting. <br />Assessments of structures such as pipes, cables, transmission lines, and wells and other water <br />systems will be limited to surface conditions and other readily available data. Special attention <br />will be given to the pre-blasting condition of weAs and other water systems used for human, <br />animal, or agricultural purposes, and to the quantity and quality of the water. <br />• cxeoteea zz Nov zooz~ 2.05.3(6)(a) 1 <br />
