Norntan Wells, District Conservationist, with NRCS made <br />att on site visit on November 29, 2001. Based ott information provided, we have the following comments <br />regarding this application: <br />I. While the plan {page 15) indicates that undisturbed areas will be managed as irziga[ed pasture or <br />outer appropriate crop cover, there are no signs of any of the area having been irrigated previously. <br />If this is the case, does the applicant own adjudicated water rights for irrigation purposes? If the <br />area is to be irrigated it appears that land smoothing would be necessary and that the choice of crops <br />will be limited due to the proximity to the water table. <br />2. One of [he anticipated uses indicated in the reclamation plan is for irrigation water storage. The <br />question of water rights would again be raised. Since the final ponds will be into and below the <br />water table, pumping water out; this would allow additional ground water to enter the pond to which <br />the owner may not be entitled <br />3. The reclamation plan calls for topsoil [o be placed on slopes at a maximum of 4:1. The slopes <br />should be a MINIMUM of 4:1 with flatter slopes being more desirable from an erosion standpoint. <br />Equipment becomes very unstable when working on slopes steeper than 4:1. All foreign water <br />should be diverted around and not allowed to run down these slopes. Topsoil should hr ripped or <br />o[henvise worked into the base soil to assure a good bond and [o eliminate any chances of a <br />hardpan developing. <br />4. While the seeding ntix looks adequate, it is doubtful if some of the species will survive or not. The <br />seeding dates should not be earlier than November I". Grass planted in September can often times <br />gerntina[e but not attain enough growltt prior [o the first frosting and will die. Plantings in <br />November will generally not germinate until the following spring. <br />~. Since the reclamation plan does no[ address weed control on the reclaimed portions, we would <br />suggest that the applicant contact Ron Broda, Vegetation Management Specialist, with Weld <br />County to develop a comprehensive weed management plan for the entire area.
