2.05.3(3)(b)
There were four culverts located south of and below the loadout facility which conveyed
surface runoff and in some cases irrigation water under the railroad tracks. The outlet ends
of the culverts were designated as small azea exemption sampling points (SAE-1 through
SAE-4). See the Sedimentation Control and Small Area Exemption Map (Map 14) for the
location of the culverts. Exhibit 9 provides a discussion of the SAE sampling requirements.
The following table presents the size of each culvert and its condition. Culverts are identified
by their respective SAE number. Railroad construction in 2002 eliminated culvert SAE-2.
Culvert Diameter Condition
SAE - 1 16" Good
SAE - Z 18" Eliminated
SAE - 3 24" Good
SAE - 4 30" Good
The three remaining culverts are located under the main line railroad tracks, The mainline
track has been in place for many years. The date the main line track and culverts were
constructed is not known. However, it is virtually certain the mainline track and culverts are
exempt from design prior requirements as set forth in Rules 2.07.6 and 4.05.3(1)(c).
During the fall of 1994, the operator installed a 1,500 gallon polyethylene tank for the
storage of a dilute antifreeze solution. The dilute antifreeze will be comprised of a mixture
of 55 gallons of ethylene glycol with 250 gallons of water. The dilute antifreeze will be
applied to stoker coal for freeze protection as the coal is loaded into rail cars. To control
spills, an approximate 10' X 10" concrete addition was added to the stoker oil building to
house the dilute antifreeze tank.
2.05 - 2b
Rev.
