Date (if no date stamp): /a- a~ 6 <br />Dear Mr. Schreiner: <br />I have reviewed the proposal, its supporting documents, and offer the following <br />comments for consideration by Exhibit order. <br />Exhlblt D -Mining Plan <br />The diversion to be placed around the processing area lacks specifications and details <br />as to,its size and design. It should be protected with a permanent vegetative cover <br />using sod-forming species such as western wheatgrass and thickspike wheatgrass. <br />Is the settling basin properly sized? Where are the design details? <br />Exhibit E -Reclamation Plan <br />Given the limited precipitation in the area and the lack of developed soils with proper <br />pore spacing and compaction to hold moisture, the chances of developing a successful <br />establishment of permanent vegetative cover is limited. <br />The scheduling of reclamation practices is vague; saying only that they will begin as <br />soon as disturbance to an area is complete. How big are these areas? Will khis occur <br />yearly, or in longer periods of time? <br />The grass species in Table E-1 era native material and adapted to low moisture <br />donditibris. Reference material provided by seed dealers, indicates 12 to 16 inches of <br />precipitation for most of the species. <br />The list of tree and shrub species in Table E-2 does not specify minimum size, or <br />numbers to be planted.
