Revised 11/85 <br />• 4.07 SEALING OF DRILL HOLES AND UNDERGROUND OPENINGS <br />4.07.3 Permanent Sealing <br />Observation in the workings of the old Edwards Mine, as well as current <br />workings in the Bear No. 3 Mine, indicate there is no groundwater <br />present. Likewise, there is no groundwater anticipated in the <br />additional mine area (Lease C-0117192). The dip of the permit area is <br />to the north; therefore, any water that might drain into the workings <br />would, likewise, drain from the portals. <br />For these reasons, no increase in pressure (head) is anticipated on the <br />portal seal. <br />No groundwater is anticipated in the proposed mining area for several <br />reasons. <br />• The portals of the Bear No. 1 and No. 2 Mines have been sealed with the <br />same procedure designed for the Bear No. 3 Mine. The portal backfill <br />area is currently being monitored under stipulations of the Bear No. 3 <br />Permit. These results are currently being submitted annually to the <br />Division. <br />Bear Coal Company realizes that the pressure on the portal seal (at <br />final reclamation and abandonment) will increase under saturated <br />conditions, but stipulations of the Bear Coal Permit are intended to <br />alert both Bear Coal Company and the Division to such a condition. <br />These stipulations include annual hydrology reports submitted to the <br />division which describe mine inflows, water usage, etc. If future <br />mining in areas to the south and west results in water inflow, then the <br />proposed portal seal design can be re-examined and designed to withstand <br />the projected pressure (head). <br />The Bear Coal Company mined in the Bear No. 1 and No. 2 mines in the <br />past without encountering any significant water inflows.
