Revised 11/85 <br />• 2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND <br />MINING ACTIVITIES -- MINIMUM REQUIREMENTS FOR <br />OPERATION AND RECLAMATION PLANS <br />2.05.1 Objectives <br />The objectives of this Section are to ensure that the Division is <br />provided with comprehensive and reliable information on the planned <br />surface and coal mining operations, and to ensure that those operations <br />will be allowed to be conducted in compliance with the Colorado Rules <br />and Colorado Surface Coal Mining Reclamation Act, Article 33 of Title <br />34, as amended, Colorado Revised Statutes of 1973. <br />2.05.2 Operation Plan - Estimated Area for Life of Operation <br />The Bear Coal Company plans to permit the area for the first five years <br />of operations. Planned underground mining in the C Coal Seam will <br />involve approximately fifteen years of mining at the anticipated annual <br />average production rate of 275,000 tons of coal per year. For purposes <br />of this application, although the Bear Coal Company is only requesting <br />to revise the current five year permit term, the mining and reclamation <br />plan identifies all mining within the C Coal Seam. The Bear Coal <br />Company will submit information regarding the mining of the B, E, and F <br />Coal Seams with future 5-year permits. Details of the operational plan <br />for the C Coal Seam are delineated in Section 2.05.3. <br />The Bear Coal Company will employ detailed and current engineering <br />design for all underground mining activities in order to maximize <br />recovery. Methods of coal recovery are set forth in Section 2.05.3. <br />Plans for mining additional coal in the permit area via underground <br />techniques have not been finalized, but regardless, the mining of other <br />seams is not anticipated within the first five years of mining. <br />Detailed mining plans for recovery of additional coal will be submitted <br />as appropriate or required. <br />-11- <br />
