During <br />the remainder of the fall and winter of 1990, Hallett Materials <br />reviewed the plan and evaluated its impacts to the proposed Winkler <br />operation. In addition, we discussed the annexation of the <br />property to the Town of Castle Rock. <br />Concurrent with this activity, Centennial Materials began the <br />acquisition process for the Colorado Division of Hallett Materials, <br />which has been completed. Within the last month Centennial <br />Materials has submitted the financial warranty for this permit. <br />Obviously the Douglas County moratorium on mining applications <br />caused a severe hardship on Hallett Materials. Indeed this <br />moratorium threatened the vitality of all Hallett's operations in <br />Douglas County. Prudent business decisions required they proceed <br />with caution and curb further expenditures, therefore, the <br />financial warranty for the Winkler property was not submitted. <br />We appreciate your time in reviewing this unique situation.
