<br />The recommendations on page 23 present a set of ideas that I have a hard time <br />understanding. For example, where did 100' emerge from as a meaningful buffer? How <br />do they know that they can design a system to maintain the water table at no more than 3 <br />feet below the soil surface? A monitoring program without goals for its use is of little <br />value. For example, there should be checks in the system that say, if the subsurface <br />irrigation system is installed and cannot maintain the water table throughout the site, 3 <br />feet from the soil surface then the project must be shut down. Also, if cottonwoods have <br />pre-dawn water potentials indicating that they aze beginning to die back, then the project <br />must be shut down. Some meaningful use of the monitoring is necessary or the <br />monitoring is of no real value. ' <br />I would be happy to discuss these issues with you, Jord, or anyone else.
