The recommendations on page 23 present a set of ideas that I have a hard time
understanding. For example, where did 100' emerge from as a meaningful buffer? How
do they know that they can design a system to maintain the water table at no more than 3
feet below the soil surface? A monitoring program without goals for its use is of little
value. For example, there should be checks in the system that say, if the subsurface
irrigation system is installed and cannot maintain the water table throughout the site, 3
feet from the soil surface then the project must be shut down. Also, if cottonwoods have
pre-dawn water potentials indicating that they aze beginning to die back, then the project
must be shut down. Some meaningful use of the monitoring is necessary or the
monitoring is of no real value. '
I would be happy to discuss these issues with you, Jord, or anyone else. I'm traveling to
Telluride this afternoon to work on fens neaz treeline the rest of the week, and can be
reached on my cell phone 303-588-6246.
Sincerely,
David J. Cooper, Ph.D.
Reseazch Scientist/Associate Professor
e-mail: DavidCncnr.colostate.edu
