I have completed my review of the revised Roaring Fork Resources - Mamm Creek
Gravel Pit visual mitigation drawings and support information that were submitted to my
office on July 26, 2001 by Knight Planning Services, Inc. The revised material is in
response to the recommendations that were noted in my letter of July 5, 2001 as well as
further discussions with the applicant during a meeting on July 12, 200.1 at the office of
Leavenworth & Karp, P.C.
The material submitted generally complies with the recommendations discussed in my
letter of July 5, 2001 and further discussions during the meeting on July 12, 2001. The
drawings and supportive information meet the objectives of the Ciry of Rifle in providing
visual mitigation of the West End, Facilities Area and the Dry Creek to Slough Mining
Areas.
The applicant is in the process of determining a site specific vegetative mitigation plan
with the Corps of Engineers regarding the West Property Line to Horse Fence Mining
Area (east of hill ). This is due to the fact that there are wetlands present in close
proximity to the southern boundary of the mining site. The applicants have indicated that
the Corps of Engineers may accept wetlands mitigation in the form of riparian habitat.
To further mitigate this azea from I-70, the applicant has agreed to install riparian plant
material that is in addition to the plant material that the Corps of Engineers will require.
During our meeting on July 12, 2001, both parties agreed to plant an additional 15 trees
on Berm A as opposed to the 30 trees that I had recommended. In addition, the applicant
will be entitled to reduce the number of shrubs accordingly. The applicant will agree to
plant an additional IO trees on Berm B as recommended.
I had recommended that the applicant provide straw mulch and an application rate of
mulch for the seeded azeas. They proposed to provide the mulch at a rate of 1000 lbs. per
acre. I have discussed increasing the straw mulch application rate to 1.5 tons per acre
