Salinity monitoring frequency <br />as discussed on page 9 is based on [he stale <br />salinity regulations. <br />NSPSlimitations for TSS will be used in lieu <br />of state effluent standards for 001, 002, C03, <br />004, 005. 006 and 008, based on WQCC <br />regulation 10.1.3 (3) which states that <br />technology based federal limitations will be <br />used instead of state effluent standards. <br />For totali'ron, NSPS limitations are chosen <br />instead of water quality standards for the <br />following reason. Because the ponds discharge <br />only in response to precipitation events or <br />snowmelt, receiving stream flow would be <br />above the Q7 0 level (33.0 cfs), it is <br />felt that NSP~ for total iron would protect the <br />in-stream water quality standard because <br />adequate dilution would 6e provided by the <br />stream at~times of precipitation or snowmelt <br />runoff. <br />Should a continuous discharge develop from 001 <br />or 002 as tho result of mine drainage, this permit <br />may be reopened and modified pursuant to Part <br />11,8.(a)(V), page 23 of the permit. Information <br />ohtained to date indicates a non-continuous <br />discharge for 001 and 002, The non-continuous <br />discharge is the basis of the effluent <br />limitations for 001 and 002. <br />Monitoring for total iron and TSS will be one <br />grab sample per month. This is a reasonable <br />frequency to check on technology based <br />limitations which [he ponds are designed to <br />maintain. Weekly monitoring will be required <br />for flow, pH and oil and grease as discussed <br />on page 4 of the permit. Salinity monitoring <br />frequency as discussed on page 9 is teased on <br />the state salinity regulations. <br />U <br />
