Chips Barry -2- July 20, 1979
In the July 13 letter, the applicant stated that the probable reclamation
alternative at the site is a 50 to 60 acre lake on the Baugartner property.
Although this proposal minimizes the potential lake surface, no information
has been provided concerning the effects of evaporation losses from this
pond upon the hydrologic balance and upon senior surface water appropriators
along the Poudre. Perhaps permanent removal of some land under the Boxelder
Ditch from irrigation could offset these evaporation losses. Until we receive
additional information concerning historic consumptive use of irrigation water
on the property, we cannot adequately evaluate these effects.
We cannot recommend approval of this application until additional information
has been provided concerning a legal, dependable water supply and a plan to
"minimize the disturbance to the hydrologic Balance" from evaporation losses.
A . ~~~
Hal D. Simpson
HDS/SSH:mvf
cc: Jim Clark, Div. Eng.
Cache La Poudre Water Users Assoc.
