Darrel Hespe <br />This letter is to clarify and add to my previous letter on the above sub3ect <br />amt to you September 16, 1980. <br />1. Alluvial Valley Floor. At the time my September 16th letter xas vrittm <br />I did not leave available a definition of alluvial Valley Floor being used <br />by Colorado Y.ined Iand Reclamation people. Howevez, I was able a fex days <br />later, to obtain a copy of the 094 definition from Rocky Beavers at'OSN, 1n <br />Denver. Today I vas able to obtain a copy of the Colorado Y.Sned Land Reg- <br />ulations as an additional reference. <br />I believe the 034 definition of an AVF (PL 95-89. 701 (1)) supports my <br />aasessmmt of September 16th regardL~g the negligible agricultural and <br />a onomic potentials fat the site. <br />a~. M'idth and area. An undisturbed valley floor area above the mine is <br />about 50 foot in xldth more or less. It is typical of the inter- <br />-mittent, generally dry stream beds along the foothills here. There Ss <br />no evidence of, or xater available far sub-irrigation ar flood irrigation <br />agricultural activities, nor are there any agricultural xater rights on <br />this stream. The stream may flow fns a few days each spring It there ie <br />some snow to melt. Otherxise the only flow is from flash rainstorms in <br />summer. <br />The valley floor xhere the mine activity now is ,was about 906 previous- <br />ly disturbed xhen I first visited the site in February 1979• The valley <br />floor is small, much less than 10 acres, which I understand to be the break- <br />point,(ie. acres less than 30 acres not applicable). <br />b) Existing vegetation along tha undisturbed stream Consists of scattered <br />Gambel oak and plants typical to the Gravel beaks site, !e. sand dropaeed, <br />eastern xheatgraas, pmstemon, and annuals. The plants are not typical of <br />sub-irrigated conditions. ' <br />c) I have made several visits to the mine area during the past two yeara- <br />and made another such visit on October 7, 1980. ?'s. Carl l;eyers of Florence <br />Colorado also went with me on October 7. <br />Y.r. Meyers is a member of the Fremont Soil Conservation District Board <br />of Directors and has previously nerved as a County Commissioner for Dos- <br />chester site area during the early 1970'x. He is familiar with the area <br />and the roads and dralnaaes. having lived at Florence since 1940.
