On February 24, 1994 <br />the Mined Land Reclamation Board approved the application with the <br />conditions listed in this letter. The conditions to the approval <br />are noted below: <br />STIPULATION NO. 1 <br />The operator will submit the final Cultural Resource Management <br />Plan to the Division before any activity can begin on the site. <br />STIPULATION N0.2 <br />The operator will submit the results of the black-footed ferret <br />study to the Division and obtain Division approval to proceed <br />before any activity can begin on the site. <br />STIPULATION NO. 3 <br />The operator will not disturb the 4th Ridge area until acid-base <br />neutralization tests are run on a representative group of samples <br />from the pyritic rock material to be mined or exposed in this area. <br />A separate remediation plan must be approved by the Division which <br />prevents potential acid mine drainage before any activity can begin <br />on the site. <br />STIPULATION NO. 4 <br />The operator will, before any blasting is done, complete pre-blast <br />surveys for owners of adjacent structures that want surveys and may <br />be affected by blasting at the mine in accordance with OSM <br />requirements as presented in the "Blasting Guidance Manual." The <br />operator shall notify such owners and provide proof of notification <br />to the Division. The operator will also propose a blast monitoring <br />COLOlZADO <br />
