I+ <br />MINING PLAN I~i <br />[Rules 6 Repa §6.4.4J i <br />CONtTRYCTION MATCRIAL <br />RnOYLAR 112 OPERATION <br />a YYEIMER ONE GRAVEL' <br />January 2001 <br />ExHlslr D <br />FILL N~ M 2001- 002 <br />[a] Open pi[ mining operations shall be employed at this site,' utilizing wheeled front loaders to <br />extract the gravel resources and at the same time to load ttie processing equipment hopper. <br />Extraction shall be at full depth of the gravel deposit resource, and at full width of the unit being <br />currently mined, beginning from the previously mined central portion of the permit area and <br />progressing first to the west, then to the north. <br />An existing ranch access road serves the south and north boundaries of the current permitted mining <br />operation. A deeper excavation exists at the easterly end of the permit area, having a re-sloped 2:1 <br />south-facing headwall. The central mined portion of the excavation has a bench about 10 to 12 feet <br />higher. Both the north- and south-central perimeters have existing overburden stockpiles. <br />Processing activities shall be performed in the shallower west-aentral worked-out portion of the <br />former mining excavation, and products stockpiled in the eastern deeper portion. Mining, when <br />resumed, shall be extended southerly and westerly from the present excavation. The existing access <br />road from the county road to the south boundary of the site is approximately 15 feet wide, and shall <br />be used for operations access in its present orientation and condition without widening nor <br />significant up-grading. The majority of site storm water runoff shall drain internally into the <br />excavation. Runof2' accumulation northeast corner of the site, if eny occurs, shall be controlled by <br />directing it into the field irrigation system of the Weimer Ranch where it is to be utilized off-site for <br />ranch irrigation operations. <br />No acid, toxic, nor waste products shall be involved in the propose{1 action. <br />Crushing, screening, washing, stockpiling, and asphalt-mix batchipg operations of excavated gravel <br />resources shall be done in the east and central portions of the site within previously excavated pit <br />areas. Any borrow material removed as an incidental product shall be taken from stockpiles at the <br />site's south and west perimeters or from pit floor areas to be stripped in gravel mining. No <br />processing of earth borrow material is necessary at the site. A portable truck weight scale shall be <br />located convenient to the aceess/haul route along with other polt~ble processing equipment within <br />the site. There are presently not, and shall not be any shop for maintenance buildings, adits, <br />ventilation shafts, or other mining structures at the site, aside from Fhe production equipment. <br />[b] Topsoil averaging 3 inches depth, together with surface~'vegetation shall be first stripped <br />from mining areas and temporarily stockpiled, using wheeled foont-loaders or tracked bulldozers, <br />and placed in stockpiles within and along the south and west borders of the site. Such stockpiles <br />shall be seeded for vegetative cover stabilization with the specified site re-vegetation seed mix. <br />Initially stripped topsoil shall be transported directly to, and ispread on the completed back- <br />sloped walls of the pit. Overburden from beneath the topsoil in de~ths of from six inches to two feet <br />shall then be stripped and disposed of by back-filling completed steep headwall portions of the <br />worked-out pit excavation for slope reduction. <br />12 <br />
