"Best Management Practices (BMPS): Schedules of activities, prohibitions of <br />practices, maintenance procedures, and other management practices to prevent or reduce <br />the pollution of waters of the United States. BMPs also include treatment requirements, <br />operating procedures, and practices to control plant site runoff, spillage or leaks sludge or <br />waste disposal, or drainage from raw material storage. With regard to construction these <br />may include structural devices or nonstructural practices that are designed to prevent <br />pollutants from entering water or to direct the flow of water." <br />Also please see the example of a STORM WATER and FUEL BERM MANAGEMENT <br />PLAN that was done for a similar site and asphalt plant in the same azea of Huerfano <br />County mazked as Exhibit "A" for the FRANCISCOTTI PIT 2, DATED SEPTEMBER <br />1998. ENCLOSED IN THIS REPORT. <br />EXHIBIT "L"- RECLAMATION COST <br />The applicant/ operator concurs with the Divisions calculation of the financial warranty <br />amount of $ 67,800.00. In the event this application is approved for a permit the applicant <br />understands that a bond amount of $ 67,800.00 will be required before mining starts. <br />23.) This will confirm that the applicant acknowledges and agrees with the five (5) <br />items listed by San Tsabel Electric Association. <br />NEW ITEM <br />1.) As you have noted the Haul Road crosses a large Arroyo. It is the <br />applicant/operators plan to build an earthen structure with corrugated metal pipes, <br />which will allow for proper drainage. It will be constructed using overburden <br />compacted to 96% with 3 each 30" corrugated metal pipe (CMP) integrally <br />placed at the bottom of the arroyo at the normal flow line. The CMP will be of <br />sufficient length to go all the way through the base of the earthen structure. The <br />top of the structure will have a road width of 24 feet and the side slopes will be <br />built at 2H: 1 V and the upstream side will have riprap on the side slope to prevent <br />erosion. The down stream side slope will also have riprap at the dischazge side of <br />the CMPs. The surface of the road wil] have 4" layer of manufactured road base <br />in order to make the road an all weather road for transportation of aggregates off <br />site. PLEASE SEE THE TWO (2) DRAWING ENCLOSED SHOWING THE <br />LAYOUT FOR THE ARROYO CROSSING. <br />This crossing will not be removed during the reclamation, it will remain for the <br />landowners use.
