1.0 INTRODUCTION <br />Westem Fuels-Utah, Inc. is submitting this proposed Resource Recovery and Protection Plan to the U.S. <br />Department of ]nterior, Bureau of Land Management, as a modification to Westem Fuels' approved <br />Resource Recovery and Protection Plan. 'This plan includes the addition of a new lease (COC 51551) <br />and changes to the mine plan. Changes to the mine plan aze necessazy to provide maximum economic <br />' recovery of the coal resources in the Deserado Mine Logical Mining Unit (LMU). These changes result <br />from the addition of lease COC 51551 and the interpretation of exploration drilling information obtained <br />' during 1989 and 1991 in Westem Fuels' Exploration License Area (C-48969) which is located adjacent <br />to the Deserado Mine LMU. A description of the mine plan changes and the geologic data indicating <br />the necessity for the changes is located in Section 4.2.1 of this plan. This plan covers the seven Federal <br />' coal leases owned by Westem Fuels-Utah, Inc. in Rio Blanco County, Colorado. The plan is organized <br />to address all requirements of 43 CFR 3482.1 (b) -Resource Recovery and Protection Plans. <br />71te application for the approval of the Resource Recovery and Protection Plan is being submitted <br />simultaneously with another application for the formation of a Logical Mining Unit (LMU) which is <br />' comprised of the existing LMU consisting of six Federal coal leases and ]ease COC 51551. Any <br />references to an LMU within the R2P2 application should be understood as the LMU application. <br />Section 2.0 of the application gives the name, address and telephone number of the person responsible <br />for operations to be conducted under the approved plan to whom notices and orders aze to be delivered; <br />names and address of the operators/lessess; information on the six federal leases; and names and <br />addresses of surface and subsurface coal owners of record. <br />1 Section 3.0 of the application gives a general description of the geologic conditions within the lease <br />areas. <br />' Section 4.0 of the application describes the proposed mining operation including the coal quality; mining <br />' methods, mining sequence, production rate and recovery factors; coal reserves under various categories; <br />and the method of abandonment of operations to protect the unmined recoverable coal reserves. <br />' Section 5.0 of the application describes the life of the mine reclamation schedule. <br /> <br /> <br />1 <br />r <br /> <br />
