• ATTACHMENT 2.05.3(3)-10 <br />AMENDMENT AREA MINE FACILITIES <br />1) Introduction <br />This section contains a description of the proposed structures to be used in connection with or to <br />facilitate the surface coal mining and reclamation activities at the New Horizon 2 mine 1999 <br />amendment area described in Section 2.05.3, Operation Plan: Permit Area. <br />Proposed facilities previously approved for construction at the New Horizon 2 mine area and <br />facilities proposed for approval in this application are described in the following sections. <br />Construction of the proposed facilities is expected to begin in early 2000. <br />2) Sediment and Water Control Facilities Plan <br />Western Fuels-Colorado will primarily use sediment detention ponds and collection ditches to <br />provide adequate sediment control for all disturbed areas in the amendment area. As shown on <br />• Map 2.05.3-11, FIVE new sediment ponds, ten collection ditches and one diversion ditch are used <br />in the amendment area. Three small exemption areas are also needed due to the terrain on the <br />western edge of the amendment area. WFC plans to use all normal sediment control measures <br />described in Section 2.05.3(3) for the amendment area as well as the original permit area. These <br />measures include, but are not limited to the following: <br />a. Disturbing the smallest practicable area at any one time during the mining and <br />construction operation; <br />b. Stabilizing graded material to promote a reduction in the rate and volume of runoff; <br />c. Retaining sediment within disturbed areas; <br />d. Diverting runoff away from disturbed areas including stockpiles, back slopes, and <br />material storage; <br />e. Diverting runoff through disturbed areas using stabilized earth channels, culverts <br />or pipes so as to prevent, to the extent possible, additional contributions of sediment <br />. to stream flow or to runoff outside the permit area; <br />(Revised 12/01) Attachment 2.05.3(3) -10-1 <br />
