At project completion, 253.42 acres will be permanently dried up. Figure 5 is a map of
the land to be dried up. Based on the historical consumptive use associated with the parcels to be
dried up, the average consumptive use credit is 1.444 acre-ft of water for each acre of land dried
up. This consumptive use credit is also equal to 2.534 acres of land per acre of gravel pit surface
exposed.
The surface imgation supplies that historically irrigated the parcels to be dried up will
diverted and measured into the gravel pits. New lands will not be irrigated by this supply. This
replacement water shall offset out-of-priority depletions and insure that return flow patterns will
continue at historical levels and near their historical location Replacement water to compensate
out-of-priority depletions will be available in the proper quantity, quality, place, and time to insure
that existing water rights are not injured. Using a 50% application efficiency as confirmed above,
7.32 acre-ft of surface water will be augmented back to the ponds per acre of exposed gravel pit
area (3.66 acre-ft of evaporation per acre of pond surface area / 0.5 = 7.32 acre-ft of
augmentation per acre of pond surface area). This replacement water shall originate from the _
same source and be of sufficient quantity to account for historic irrigation practices on the parcels
that are dried up. At project completion, 526.6 acre-ft per year of Fish Ditch and 205.6 acre-ft
per year of Rio Grande Canal for a total of 732.2 acre-ft per year shall be augmented to the gravel
pit.
Table 6 illustrates the estimated timing of depletions from and replacements to the aquifer
system. Actual surface water recharge rates shall be based upon the timing of surface water
availability. Less than 8.5°io of the pond evaporation occurs during the winter months when the
ponds are typically frozen over and a consumptive use credit is not available. 76% of all
depletions occur during months when replacement water is available.
An accounting form has been developed to assist in tracking depletions and replacements.
A copy of the accounting sheet is contained in Appendix D. The accounting form tabulates out-
of-priority depletions from ground water surface evaporation and gravel washing water as well as
replacement sources from irrigated land dry-up and surface water replacement on a monthly and
annual basis. This accounting sheet will be maintained to verify compliance with the
augmentation of replacement waters. This accounting sheet shall be provided to the Water
Commissioner and Division Engineer as needed.
13
