The proposed gravel mining operation site would be situated over <br />the unconfined aquifer tributary to the Rio Grande River in the San Luis Valley of southern <br />Colorado. The proposed mining site is south of the ground water divide for the Closed Basin <br />aquifer. The proposed gravel pits are located within one-half mile of the Rio Grande River. In <br />addition to the river, three surface water canals are in the vicinity (within a square mile) of the <br />proposed mining site. These surface water canals include the Fish Ditch, the Rio Grande Canal, <br />and the Billings Ditch. The mining operation is not expected to directly affect any of these <br />surface water features. The proposed gravel mining site is also immediately adjacent to the <br />existing Tom Mathias gravel pit (structure 207031) covered by an existing substitute supply plan <br />and adjudicated in 96CW3. Figure 2 shows the proposed and ultimate lake surface area. The <br />entire surface area of the pond represents post 1981 ground water exposure. <br />
