As the operator understands <br />' this classification, no buildup or backfilling is permitted <br />in such an area without a 404 permit, but no permit is <br />required for extractive operations. Therefore, the operator <br />has not applied for a 404 permit. See letter from Corps of <br />i Engineers, page 45. <br />Across the river to the north an area of approximately <br />three and one half acres has been leased for use as a load- <br />' ing and truck parking facility. This acreage is included in <br />the permit application as Stage L. <br />' Mining Timetable. The uncertainty of economic conditions <br />' in the construction industry precludes an accurate forecast of <br />demand over the next 10 to 20 years.
