ALLEIJ 14INE GEOTECHFlICAL STUDY
Introduction
This analysis was designed to address concerns expressed in the Allen
Mine Preliminary Adequacy Review, April 10, 1931, in direct meetings with MLR
Specialists, and specifically, addresses the staff response, October 14,
1981, to its on-site review of mine facilities on October 8, 1981.
These concerns expressed in the October 14 response were based on the
doubt that a theoretical analysis would correlate with the emperical
analysis presented in previous meetings with reclamation specialists, CF8I
agreed on October 8 to make the appropriate physical and theoretical tests
to allay concerns oul:lined in the October 14, 1981, response.
Methodology
A random locati n on the surface of the Allen P1ine dump was ex-
cavated to determin~ the in-place density of the material placed in the
structure. Ninety-seven pounds of material was collected from a hole
be 25.06 liters. In-place density was computed to be 110N/f t3. The entire
sample was submitted to Water tJaste ~ Land, Ltd. for laboratory determina-
tion of physical parameters necessary fora nomigraphic determination of
safety factor presented in the IJaste lJater & Land report included in
this Exhibit.
about 10" in diameter and 18" deep. Volume of the hole was measured to
Detailed Design Plan
The existing processing waste bank has been built to MSHA specifica-
tion - 30 CFR 77,215(h) since about 1975. See Figure 1-for construction
r~ details.
