li <br />M E E T I N G N O T E S <br />DATE: August 24, 2006 <br />SUBJECT: Red Cliff Mine EIS Agency Scoping Meeting <br />MEETING LOCATION: BLM Grand Junction Field Office <br />ATTENDEES: <br />See attached List of Attendees (Attachment 1) <br />DISCUSSION TOPICS: <br />See attached agenda (Attachment 2) <br />MATERIALS PRESENTED AT MEETING: <br />• Meeting Agenda <br />• Froject maps and aerials <br />• List of permits/approvals required <br />MEETING NOTES: <br />Introductions <br />• Catherine Robertson welcomed all participants and thanked them for their time. <br />Participants introduced themselves. <br />Project Description <br />• Nick Glancy provided a description of the existing coal mining operations at the <br />McClane Canyon Mine operated by CAM Holdings. The McClane Mine has been <br />operating about 30 years. It produces about 300,000 tons of coal per year (tpy); all of <br />which is tracked to Xcel's Cameo power plant east of Grand Junction. The mine runs <br />one shift per day, employing 24 staff. <br />• CAM -Colorado, LLC is proposing to open the Red Cliff Mine, approximately 3 miles <br />south of the McClane Mine. Depending on sales, it would mine about 6 to 8 millions tpy <br />using longwall equipment and technology. Nick sees demand for the coal both east and <br />west of the mine. The mine would employ up to 200 staff. Capital investment for the <br />mine would be upwazds of $160 million. The McClane Mine operation would be phased <br />out as Red Cliff Mine moves into operation. Acquisition of additional coal leases would <br />be necessary to make the investment worthwhile. Impact assessment from future coal <br />leasing will be included in this EIS. <br />• CAM owns by deed or right-of-way all the private land required for the 15-mile rail <br />spur. Trains will be up to 115 cazs long. Trains will be "flood loaded"; they will <br />continue to move as they aze loaded. Two full trains per day will be loaded at full <br />production. There will be three road crossings: SH 139 with a grade separation, and 10 <br />road and M.8 road with at-grade protected (lights and barriers) crossings. CAM has <br />water rights on Mack Wash and will build a pipeline along the railroad grade to the <br />mine. <br />
