~~ <br />SECTIONTHREE <br />Scoping Results <br />' This section documents the results of the Scoping process and presents a general characterization <br />and analysis of the comments received. All of the comments and questions received will be <br />considered in the development of the EIS. <br />' There was a total of 53 written comments received. <br />• 9 comment cazds were filled out at the Public Scoping meeting <br />• 7 emails were received via David Lehmann's email address and the project email <br />established for the purpose of receiving comments, and <br />' • 37 written letters were sent to the BLM office <br />Individual issues, questions and statements identified during Scoping, which were submitted as <br />' either written or oral comments, were categorized and summazized. The issue statements were <br />organized by the following general categories: <br />• General Comments <br />' • Socioeconomic/Allocated Dollars <br />o Property Values <br />' o Labor <br />• Environmental <br />' o Wildlife <br />o Water Quality <br />' o Air Quality <br />• Viewshed/VisualImpacts <br />' • Noise <br />• Energy use/output <br />' • Rail spur <br />• Infrastructure <br />' • Traffic /Road Improvements <br />This list is not intended to be exclusive and other issues may be added or modified as the EIS <br />' process continues and the proposed project is further defined. Copies of actual comments <br />received aze included in Appendix D. <br />' A summary of the specific comments is presented below. <br />3.1 GENERAL COMMENTS <br />' • Utilization oflow-sulfur/ low mercury coal is important for the U.S. national security and <br />for electric supplies in general. Because of this, the BLM's effort to come into <br />' compliance with the Energy Policy Act of 2005, which encourages the inventory and <br />production of domestic supplies of low sulfur coal, is invaluable. Given the recent events <br />in Iraq, Iran and Venezuela domestic energy production is more important than ever. <br />3-1 <br />
