Conclusion , <br />The list of environmental issues that must be addressed include the impact of the proposed action <br />on Special Status Species and other plants, wildlife, and aquatic species as well as the impact the ' <br />proposed action may have on habitat within the proposed project area. To accurately and <br />adequately assess the impact the proposed action may have on these issues, BLM must collect <br />baseline data and develop effective conservation measures. The BLM must provide the , <br />necessary protections for Special Status Species as required by BLM Manual §6840, and these <br />protections must ensure that activities do not contribute to the need for any species to become <br />listed as Threatened or Endangered. 16 U.S.C. § 1536(a)(2).
