'I was unable to
find .anyone knowledgeable on tvuo pecific issues that require significant
~" evaluation as part of your El$. '
First is.the amount of water to be used.bythe.mine, where it will come from, and
' how wiU if be discharged:.This will require a complete life-cycle'analysis - .
including any impacts on other potential users of that water had it not been
diverted.for use by the mine.
The second is the .electrical power. requirements.ofthe. mine and. how.they will be
met: I was-iriformed.at the°meeting that the design capacity requjrement is for 20
1 MW to be supplied by Exce{ Energy over a-new line to be runto the mine
operation. Whatis the. environmental impact of this new load`~equirement of 20 .
MW,:both at its place of generation as well. as the processing of the additional.
,fuel needed to generate the increased toad? :What will be the:ambienf air quality
impacts of this ihcreased generation including that ofincreased mercury
emissions? This question is particularly
important in view of Excel: Energy's "current request fora $21'0 million rate
increase, its stated need -for a new 750 MW coal plaht, and its requesf,to have
ratepayers finance the new plant before, it is "used -and useful."
- :~~i ~~ ~~~ ~~~ ~ ~ ~ ~~ ~~ ~ ~~~ Grand~Junctfon'Office
Communiq Alkance of the Yampa Valley • Roun County Sheep Mounain Alliance Son,Miguel County 546 Mam Sueet, Suite406
-, ~ Concerned Citizens Alliance • Mesa Caunry. ~ ~, , ~ Uncompahgre Valley Assonauon • Montrose County -- ~ PO gox 1931
Gored Valley Citizens Alliance • Gar(eld Coanry ~ Western Colorado Action Network.
