• 2.4 Existing Surface Water Rights <br />Most of the ponds and springs located within the East <br />Roatcap Creek watershed and above the proposed construction site <br />have adjudicated water rights. A complete listing of water <br />rights can be found in Volume 5 and SA of the existing approved <br />permit to mine. Because all adjudicated surface water rights in <br />the East Roatcap Creek drainage area are located upstream of the <br />new portal bench no potential impacts on these water rights by <br />the proposed construction is anticipated. <br />2.5 Ongoing Surface Water Monitoring <br />Surface water monitoring on East Roatcap Creek was initiated <br />in September 1982 with the installation of a 3 foot Parshall <br />flume equipped with a continous recorder. This station, SW-6, is <br />located on East Roatcap Creek at its exit from the permit area. <br />Later, in July, 1983, an additional Parshall flume was installed <br />(SW-9) on East Roatcap Creek below the Overland Ditch headgate. <br />Monitoring at this station was discontinued due to access denial. <br />Monitoring of East Roatcap Creek consisted of continuous <br />flow monitoring and quarterly water quality sample collection. <br />In addition to stream monitoring, a total of 28 ponds and 4 <br />• springs were identified within the East Roatcap Creek watershed <br />upstream of the proposed construction. Four of the ponds <br />(Numbers 86, 87, 88, and 89) and one spring (Number 30) were <br />regularly monitored since 1983. This monitoring consisted of <br />flow measurement, if any, and quarterly water quality sample <br />collection. Continuity of monitoring was limited during winter <br />months by access problems. <br />In June, 1986 an additional temporary 2 foot Parshall flume <br />was installed on East Roatcap Creek (SW-6A), approximately 1,200 <br />feet upstream of the proposed portal bench.. Monitoring at this <br />flume provided more site specific flow data and allowed us to <br />establish a relationship between the surface stream and the <br />shallow (colluvial) aquifer within the construction area. <br />Monitoring at this flume was discontinued after 40 days and after <br />consultation with the Colorado Mined Land Reclamation Division. <br />Location of Surface water monitoring stations are shown on Figure <br />H-1 and Drawing DO1 50118 in the confidential volume of the <br />approved permit to mine. Monitoring station summaries are <br />enclosed in the Hydrology Appendix. <br />Continuous flow monitoring at station SW-6 indicates that <br />peak flows occur in April through June of each season in direct <br />response to snowmelt. Maximum peak flow for a period from <br />September, 1983 through December, 1985 was recorded on May 15, <br />. 1985 as 98.83 cfs. However, there is an indication that flow <br />overtopped the flume in June, 1983. High water marks recorded at <br />this monitoring site indicate a peak flow of approximately 85 <br />cfs. Monthly total flows of 5.5 to 1,087.5 cf were recorded. <br />4 <br />
