The area was flown aerially <br />with suitably located surveyed control points. See maps in Exhibit C. Also, <br />ao additional boundary line was added to the Mining Plan Map to identify <br />affected vs unaffected lands. Affected acreage is thoroughly discussed io <br />Exhibits D and L. <br />8. A map in this exhibit titled "Soil Salvage Units" shows a salvage unit E which is <br />neazly entirely outside of areas you have shown to be affected by other mining <br />operations. If you intend to salvage soil from this unit, you must include it in the <br />affected land's boundary and include the treatment of this area in all other <br />appropriate exhibits. The same holds for portions of salvage unit D. Please <br />explain the salvage unit boundaries. <br />Unit E is only outside the mining operations if Phase II and III are not <br />considered. Since we have clarified the inclusion of Phases II and III above, <br />unit E is clearly within affected mining operations. It is clearly shown within <br />the affected land's boundary on the Mining Plan Map and is included in <br />discussion in all exhibits. The salvage unit boundaries were identified from <br />Held work conducted by Cedar Creek Associates and Azurite. The <br />boundaries do not represent where soil will be taken rather they represent <br />the boundaries of each distinct soil unit type. The Mining Plan Map clearly <br />shows the boundaries of where affected land topsoil will be salvaged. <br />EXHIBIT D -Mining Plan <br />Your introduction states that "disturbed sites will be graded to be free-draining to <br />small sediment ponds which will discharge via infiltration and through check <br />dams." The Division assumes that these ponds and check dams are sepazate <br />surface water/erosion control structures from those described in your section 1.6. <br />Please show the location of these ponds on the Mining Plan Map. Provide plans <br />and specifications for the construction of the ponds, and provide their capacities. <br />There are no small sediment ponds and check dams. The gravel bar affected <br />leads will be graded to utilize the lower elevation gravel pits should they be <br />necessary for any storm events. While grading, ditches and swales have been <br />included in exhibit discussions and engineered drawings, percolation tests as <br />well as surface observation of the site demonstrate that percolation vastly <br />exceeds auy known or expected storm event. All structures including <br />stormwater berms and ponds as well as any other related structure are <br />shown on the engineering diagrams provided and discussed io all <br />appropriate exhibits. <br />C~ <br />
