DEFICIENCY NOTICE CM1ILRB 112 Permit Application
Agile Stone Systems. Inc.
more discussion of this statement. Is the material to be removed as product or as
salvage material for reclamation? If it is to be used for reclamation, provide more
details regarding storage and placement in reclamation backfill.
No overburden is involved in this project. Therefore, there is oo discussion.
8. Your section 1.3 soil salvage states that at least 10 feet will be stripped ahead of
any area to be mined. It is assumed that this is in reference to the gravel mining
operation. What is the maximum buffer azea to be stripped ahead of mining
granite and limestone?
There is no limestone in the permit area. The maximum buffer area to be
stripped ahead of mining granite will depend upon the reclamation
calculations in Exhibit L. Exhibit L currently assumes the complete
stripping of each phase prior to mining. Phase I would have all phase I areas
stripped prior to mining. The second scenario in exhibit L assumed all of
Phase I and all of Phase II stripped. The 3rd scenario assumed that at least
most of Phase I areas would be reclaimed prior to stripping Phase III areas.
If the Division recognizes the reduced or timed acreage in the bond
reclamation, then a different approach can betaken in stripping.
i 9. Section 1.3 of your reclamation plan states that soil screened from the gravel bar
aggregate will be saved for future use as topsoil in reclamation. It is assumed that
you are referring to fines which will be primarily sand and small size gravel. This
fraction of the pit run material will most likely be very low in nutrient value and
water holding capacity. Unless properly amended this material will probably not
be a good plant growth medium and may erode due to lack of vegetative cover.
Please explain how you intend to overcome these problems.
Topsoil taken from the gravel bar will have large cobbles and boulders
removed before placing it in the topsoil stockpile. There will no mixing of
fines from plant operations and topsoil unless the experimental program to
test such admixtures proves successful. If successful, the current plan is to
only use such admixtures in the quarry area to increase wildlife habitat
during final reclamation.
0. Your section 1.? states that "For future reclamation by the operator, landowner or
another party an appropriate amount of topsoil will be left in a noticeable, shaped,
and seeded stockpile within 50 feet of the mineral stockpiles remaining after final
reclamation." Please explain this statement. There should be no mineral
stockpiles or topsoil stockpiles left after final reclamation.
\J
16
