Long
Drv~sion Director
The Division reviewed the application, along with your latest response, and has determine that
the following issues are still unresolved:
The amended Exhibits A&S have not been submitted. A revised Exhibit A is necessary to
show list Ms. Gloria Brown as an adjoining surface landowner.
The only requirement for Exhibit S is a commitment by the applicant to conduct pre-blast
surveys at Ms. Brown's residence (with her permission of course), to use proper stemming
methods during each blast to minimize flyrock problems and to limit the amount of
explosives per shot in order to comply with ground motion and airblast limitations (1 inch
per second peak particle velocity and 129 dBl air overpressure). Monitoring the blast events
at Ms. Brown's residence shall be required.
Also, you need to clazify whether Ms. Brown's property is in or out of the proposed permit
azea.
The Exhibit maps do not show the azeas where limestone and dolomite are to be mined
since, as you stated, specific azeas have not yet been detetTrtined. When specific areas have
been identified, the applicant shall submit a technical revision which will provide the
mining and reclamation plans for those azeas, if different from the currently proposed plans,
along with accurate Mining Plan and Reclamation Plan maps showing the direction of
mining and the expected topography of the reclaimed Iands. The Exhibit maps must
conform to Rule 6.l requirements and must show the location(s) of overburden
stockpile(s), the location(s) of product (processed) stockpile(s) and the approximate
location of the processing equipment. Submittal of the technical revision will be a condition
for approval of the application.
3. The erosion control system needs to be described and located on the Exhibit maps (which
you have already done for decant pond # 1). The description should include the watershed
